McKinney City Council will vote on a resolution to execute a Chapter 380 Economic Development Agreement for the development of a luxury hotel in Craig Ranch at an upcoming June 3 meeting.

The agreement, if approved, would provide economic development incentives for the development of a 290-room JW Marriott hotel with over 50,000-square feet of conference space. Other agenda items, including a budget amendment, rezoning requests and more, will also be considered when McKinney City Council meets at 6 p.m., June 3 at McKinney City Hall.

What you need to know

The hotel developer, listed as Craig Ranch Luxury Hotel SPE Owner LP in city documents, plans to develop the JW Marriott Resort McKinney Craig Ranch hotel on a roughly 8-acre parcel at the northeast corner of Collin McKinney Parkway and Van Tuyl Parkway.

The hotel will feature various amenities, according to city documents, including:
  • 290 guest rooms
  • At least 51,575-square-feet of hotel conference space, including multiple ballrooms with movable partitions, breakout spaces, boardrooms and more
  • A resort style pool with a lazy river
  • A fitness center
  • A three-meal restaurant and a specialty restaurant
  • A lounge with pool seating and food service
  • Pickleball courts
Other amenities include valet and self-parking in a structured parking facility, a gift shop, a business center and guest access to Lifetime Fitness and Spa and TPC Craig Ranch. The project will also feature 45 for-sale condominiums with a separate amenity deck that are constructed above the hotel structure, city documents state.


Economic development incentives being offered include reimbursements of sales taxes, property taxes and hotel occupancy taxes, totaling between $13 million-$18 million, as well as other operation grants. The proposed agreement also outlines decreases to the incentives if the final project cost totals less than $324 million, city documents state.

The proposed agreement would require construction on the development to begin by Dec. 31, 2026 and be completed by April 30, 2029.

Also on the agenda

The council will also consider a rezoning request for the 785-acre Huntington Park development in northwest McKinney. The request, which was recommended by the McKinney Planning and Zoning Commission at an April 10 meeting but tabled by the council at a May 6 meeting, would allow for the mixed-use development by Dallas-based Billingsley Company.


The proposed project would include multifamily residential, single-family residential and commercial space and open space, which would be enabled by the rezoning request.

Other items on the regular meeting agenda include:
  • Recognition of outgoing McKinney City Council members
  • Presentation of the Tourism Friendly Texas Certification to Visit McKinney
  • Consideration of a budget amendment to direct over $10.7 million in funds to the Cannon Beach project
  • Requests related to funding and contracts for a project to rehabilitate the Chestnut Elevated Storage Tank
The council will also convene for a work session at 3 p.m. June 3 prior to the regular meeting. The work session agenda includes the presentation of an award from the Municipal Clerk's Office as well as a discussion item about cellular towers in McKinney.
