McKinney City Council members will consider an amendment to the development agreement for the Sunset Amphitheater project at a Dec. 3 meeting, according to city documents.

Other items up for consideration include a rezoning request for land at McKinney National Airport and requests for specific use permits for commercial developments.

The gist

City Council members will consider an amendment to the Chapter 380, grant and development agreement for the Sunset Amphitheater project at a joint meeting scheduled for 3 p.m. Dec. 3.

The meeting will be held in conjunction with the McKinney Economic Development Corporation and the McKinney Community Development Corporation, which are also parties involved in the development agreement for the entertainment venue. The project is expected to bring a $220 million, 20,000-seat amphitheater to the southeast corner of the city in 2026.


Since the project was announced, a site plan for the development was approved by the council at a Nov. 19 meeting and the first amendment to the development agreement was approved at an Oct. 15 meeting. Amendments to the agreement included:
  • Updates to the terms of purchase for the land associated with the project
  • Expanding the eligible operators for the venue
  • Changes to aspects of the site design
  • Allowing the use of eminent domain for necessary offsite infrastructure improvements
The proposed second amendment to the agreement would extend the deadline for the selection of an operator for the venue, according to city documents. Project representatives were initially required to enter into a contract with a venue operator by Dec. 15, 2024, and the proposed amendment would change that deadline to Sept. 15, 2025. Five potential operators are listed in the document, including Live Nation and AEG.

Diving in deeper

City Council members will also hear a rezoning request for land on the east side of McKinney National Airport during a regular council meeting scheduled for 6 p.m. Dec. 3.

The land, spanning 280 acres, is currently zoned for light manufacturing and agricultural uses. The rezoning request, if approved, would award the land an “Airport District” designation and allow for development of airport-related uses. Planned development for the site includes a commercial passenger terminal, a passenger vehicle parking lot, an aircraft refueling station and above-ground jet fuel tanks, and utility infrastructure, according to meeting documents.


City staff recommended approval of the item when it was considered by members of the McKinney Planning and Zoning Commission, who also recommended approval of the item in a 7-0 vote at a Nov. 12 meeting.

Other items on the meeting agenda include:
  • A request to build a 15-foot-wide sanitary sewer line through a portion of Finch Park
  • A request for a specific use permit for an automotive repair and storage facility owned by Hendrick Automotive, adjacent to the new BMW of McKinney dealership
  • A request for a specific use permit for a McDonald’s location at the northeast corner of Virginia Parkway and Hardin Boulevard
  • A rezoning request for an industrial project on Bloomdale Road, just west of McDonald Street
Also on the agenda

Three meetings of various city boards will take place on Dec. 3 between the City Council joint meeting and the regular City Council meeting.

At a City Council work session scheduled for 4 p.m., council members will hear updates on the Lower 5 Plaza project. The project is expected to include construction of a bridge at ground level on the existing SH 5 between East Virginia Street and Louisiana Street, as well as a park that extends under the roadway and on either side of the bridge.


At a meeting of the McKinney Urban Transit District board, scheduled for 5 p.m, board members will hear an update on the Collin County Transit program.

The Tax Increment Reinvestment Zone 1 board will meet at 5:30 p.m., and will consider economic development agreements that would support critical maintenance projects at two properties in downtown McKinney, including 209 E. Lamar St. and 114 W. Virginia St.
