Mayor Bill Cox and council member Ernest Lynch were sworn into office during a ceremony just before the meeting began. Cox will serve as McKinney’s mayor for the next four years after he won against opponent Scott Sanford in a runoff election held June 7.
Lynch will serve in the council’s At-Large 1 seat for the next four years after he won against opponent Jim Garrison in another runoff election held the same day.
In a nutshell
Council members voted 6-0 to certify results from the runoff election during a special meeting held earlier in the afternoon. Cox received 11,406 votes for 52.53% of the total vote, according to election results from Collin County. Lynch received 11,857 votes for 62.61% of the total vote.
Cox is stepping into the role after outgoing Mayor George Fuller held the position for two terms. Fuller was first elected in 2017 and reelected in 2021.
Lynch is stepping into the At-Large seat after outgoing council member Charlie Phillips held the position for two terms. Phillips was also first elected in 2017 and reelected in 2021.

After being sworn in, Lynch thanked everyone for attending the ceremony and said he was looking forward to serving the city. He comes to council with 38 years of experience in healthcare administration and previously served as CEO of Medical City McKinney.
“I am deeply honored and I’m looking so forward to being of service and I really do appreciate your support,” Lynch said.
Cox said City Council is going to “work tirelessly” to make McKinney better. He steps into the role having served on City Council, the Collin College Foundation's Board of Directors and McKinney’s Planning and Zoning Commission.
“Thank you guys for being here,” Cox said. “Now it’s time to go to work. All the pageantry is over. Let’s roll our sleeves up and let’s get to work, McKinney.”
