Balcones Recycling, McKinney’s new recycling services provider, broke ground on a $61 million facility March 18.

The facility, located in Frisco, will serve McKinney as well as Frisco and the surrounding Dallas-Fort Worth area, according to a news release from the company. A groundbreaking ceremony held March 18 included guests from local municipalities including McKinney Mayor George Fuller and Frisco Mayor Jeff Cheney. Representatives from Circular Services as well as KDW, the firm designing and building the new facility, were also present.

The details

Balcones Recycling, a Circular Services company, will operate a new state-of-the-art materials recovery facility located on PGA Parkway, just east of the Dallas North Tollway, in Frisco.

The 120,000-square-foot facility will process single-stream recyclable materials for McKinney and other North Texas communities, and sell the recycled commodities with a focus on reselling in North American markets, the release states. The facility is expected to be operational in spring 2026, and create over 50 full-time jobs.


“This project represents a major step forward for recycling infrastructure in North Texas,” said Joaquin Mariel, chief commercial officer for Circular Services, in the release.

The facility will house a variety of material management services in an effort to serve both commercial and municipal customers in the growing region, according to the release. The facility will include features such as:
  • Sortation technology with high recovery rates
  • Solar panels, passive lighting and other energy-efficient design elements
  • Sustainability-focused infrastructure such as electric vehicle charging stations
  • A drop-off center for residents looking to recycle materials
Mariel said the North Texas facility has been a “long-term priority” for the company.

“We have been working on this for more than a decade, recognizing both the opportunity and the need for enhanced recycling infrastructure in the region,” Mariel said in the release. “With roots in Dallas since the 90’s, we remain committed to advancing North Texas’ circular economy. By integrating the latest innovations in recycling technology with a strong focus on employee wellbeing and community engagement, we are dedicated to making this facility a model for sustainability and efficiency.”

The context


Balcones Recycling was awarded the contract to provide recycling processing services for McKinney in August 2023.

The contract began in October 2024, alongside a contract for the city’s new solid waste collection and processing provider Frontier Waste Solutions. Balcones Recycling is partnering with Waste Connections for processing of recyclable materials until its permanent facility is constructed in Frisco, Mariel told Community Impact.
