Roanoke City Council announced its intent of issuing two certificate of obligation bonds that could total $25 million at an Aug. 26 regular meeting.

The overview

The certificate of obligation bonds are expected to be $22 million for the future parking garage on US 377 and Main Street and $1.3 million for a new utility line, Public Engagement Manager Sandra Pettigrew said.

City officials are authorizing $25 million to give a $1.7 million margin of error in case costs increase between now and when the bonds are issued, Pettigrew said. Roanoke officials plan to issue the bonds by mid-November.

The new water and sanitary sewer lines will connect from the east side to the west side of US 377, which will allow the city to isolate certain areas if problems occur, Director of Public Works Shawn Wilkinson said.


If the public works department has to stop water flowing in that area to fix a problem, people past that isolated area will not get any water, either, he said. Connecting the two utility lines will create a loop so that the public works team can push the utilities in the opposite direction so people in the unaffected areas can still receive water.

The new sewer line will also help Roanoke officials provide more capacity for solids to flow through the line and alleviate future issues related to buildup, Pettigrew said.

City officials approved a contract with DFW Concrete Pros for various concrete repairs on Bristol Street in the Briarwyck Subdivision at an amount not to exceed $111,873, per city documents.


During the repairs, one lane will remain open, according to city documents. Once started, the repairs should take three or four days to complete, Pettigrew said.

Roanoke staff will meet with DFW Concrete Pros Aug. 28 to set a start date, she said.

Roanoke officials approved a special use permit for an auto upholstery business, Texas Upholstery and Trim, at the Aug. 26 meeting.


The business will provide interior car services, including repairing and replacing seats; repairing dashboards and consoles; and replacing carpet in cars, according to Texas Upholstery and Trim’s website.

The business will be located at 125 Country View Drive, Ste. 116, according to city documents.
