A new $61 million, 120,000-square-foot materials recovery facility debuted in Frisco in April.
The Circular Services facility will serve the Dallas-Fort Worth metroplex including Frisco as well as McKinney, a news release states. Circular Services is McKinney’s recycling processing services provider.
A ribbon-cutting ceremony was held for the facility April 16 and was attended by Circular Services officials, McKinney Mayor Bill Cox, Frisco Assistant Director of Public Works Jeremy Starritt and more.
“This project has been more than a decade in the making,” Circular Services President Joaquin Mariel said in the release. “With roots in Dallas since the ‘90s, we remain committed to advancing North Texas’ circular economy.”
The details
The facility is located on PGA Parkway, just east of the Dallas North Tollway, in Frisco. Officials broke ground on the facility in March 2025.
Single-stream recyclables from residents and businesses are processed at the facility, which focuses on maximizing recovery rates and directing commodities to domestic markets, the release states.
“Cutting-edge sortation technology” is used in the facility, the release states, including optical sorters and a glass cleanup system with an energy efficient design. Kiosks are available at the facility for residents to drop off accepted materials that are not collected curbside.
“North Texas is one of the fastest-growing regions in the country, and with that growth comes a responsibility to manage resources wisely,” Circular Services CEO Ron Gonen said. “By capturing valuable materials that would otherwise cost taxpayers to landfill and keeping them in circulation, we save the community landfill disposal costs and generate revenue for our municipal and commercial partners.”
Approximately 35 full-time jobs were created as a result of the facility, which was developed in partnership with Houston-based construction firm KDW and the CP Group.

The context
Circular Services, formerly known as Balcones Recycling, was awarded the contract to provide recycling processing services for McKinney in August 2023.
The contract began in October 2024, alongside a contract for the city’s new solid waste collection and processing provider Frontier Waste Solutions. Circular Services partnered with Waste Connections for processing of recyclable materials until its permanent facility is constructed in Frisco, Mariel told Community Impact.

The Circular Services facility is the “first step” in a new environmental campus for the city of Frisco, Starritt said.
The campus will also feature a transfer station as well as offices and a collection center for Frisco’s Environmental Services Department, he said.
“Our partnership with Circular Services is a significant milestone for our community, paving the way for enhanced recycling efforts and reducing our dependence on the landfill,” Starritt said in the release. “Ultimately, this collaboration brings both environmental and financial benefits for our residents and businesses, a win all around.”
