Council approved the purchase of Stop the Bleed kits at the April 8 meeting. The kits will be located where existing Automated External Defibrillator machines are currently housed, along with appropriate signage to clearly identify the location, according to city documents.

The kits are part of the Stop the Bleed national campaign aimed at empowering bystanders to help in a bleeding emergency before professional help arrives.
The kits typically include tourniquets, wound dressings, and other lifesaving tools. Pairing these kits with existing AED stations ensures immediate access to critical emergency supplies in one centralized location. Officials plan to purchase eight bleed stations that hold eight kits each for a total of 64 kits.
The initial cost of purchasing the kits would total $5,200 and would be a recurring expense of $2,800 to replace the kits every five years, according to city documents. The stations will be installed at the following locations:
- Municipal Complex Rotunda
- City Hall break room
- The Robert & Lee DuVall Center
- Municipal Service Center
- Unity Park at the baseball concession and pickleball manager’s room
- Doubletree Ranch Park at the Sgt. Dennis Oliver Event Center
- Entrance to the Pilot Knoll Park
In addition to adding Stop the Bleed kits, city staff also approved installing an additional AED unit in the city hall break room as this location was identified as a high-traffic area.
Officials said that adding an AED in that location would reduce response time in the event of a cardiac emergency. An AED machine will be added to the current leasing program and is not included in overall cost.

As part of the initiative, the police and fire departments will host a safety training for city staff in June. Topics will include instruction in CPR, AED, Stop the Bleed and first aid, according to city documents. Staff will also undergo fire and severe storm procedures, civilian active shooter response, bomb threat and evacuation, and work injury procedures.
Officials said the training will be conducted annually.
