The city of Allen will cut its tax rate as it brings in millions in additional revenue from rising property appraisals. The Allen City Council on Tuesday adopted a $210.8 million budget for fiscal year 2016-17, a nearly 6 percent increase from the expenditure total approved last year. The city's tax rate will drop to 52 cents per $100 property valuation, a 1 cent decrease. Rising appraisal values, however, ensure the city will collect $3.5 million more in property taxes. The city's tax appraisal roll grew 10.3 percent from last year's mark. As part of the budget vote, the city approved its 2017-21 capital-improvement program, which designates how funds from the May bond election will be spent. The City Council on Tuesday also approved a specific-use permit for Discount Tire Co., which plans to locate its regional office in the Harley-Davidson building off US 75, according to city staff. Harley-Davidson is looking to move to another location in Allen, staff told council members.
