Harris County ESD 9 to adopt FY 2026-27 budget, tax rate

The Harris County Emergency Services District No. 9 board of commissioners is slated to adopt the fiscal year 2026-27 budget and tax rate during a Sept. 24 special meeting, prior to the regular meeting planned for later that evening.

Harris County ESD 9 serves as a political subdivision and taxing entity that supports fire suppression and emergency service operations for the Cy-Fair Fire Department.

Based on the no-new-revenue property tax rate of $0.038548 per $100 of valuation, the FY 2026-27 budget has a projected shortfall of $8.1 million, per previous Community Impact reporting. The board of commissioners proposed a rate of $0.045 per $100 of valuation, according to prior Community Impact reporting.

A regular meeting will be held following the special meeting to discuss additional agenda items including:

• Receiving reports regarding construction matters

• Reviewing the district’s election transparency

• Recording and maintaining recordings of closed session meetings

Prior to the FY 2026-27 budget and tax rate adoption, a public hearing regarding the potential tax rate increase is planned for the special meeting.

According to a Sept. 17 presentation from HdL Companies, the proposed tax rate would bring an additional $3.9 million in property tax revenue for FY 2026-27, compared to the no new revenue rate.
