Currently, Randy Roan Construction is working to develop an access point along FM 3083 for a TexCom Gulf Disposal injection facility. Houston-based TexCom has permits from the Texas Commission on Environmental Quality for the site at 16185 Creighton Road in Conroe for commercial, nonhazardous underground injection wells and an industrial solid waste facility, according to Andrew Keese, a media relations specialist with the TCEQ. Only the driveway is currently under construction. The upcoming facility is intended to receive, process and dispose of nonhazardous industrial solid waste on-site by injection—and one injection well has already been installed. The permits came in 2017 following a 2013 lawsuit between TexCom and Montgomery County, which ended up requiring TexCom to reapply for the permits. The filing or pending of an appeal of a TCEQ permit does not prevent the permittee from conducting an activity in accordance with the permit, Keese said.
