The Arc of the Capital Area, a local nonprofit that provides care management and programs for individuals with intellectual and developmental disabilities and their families, will celebrate its 70th anniversary at a November gala. The organization was founded in 1949 by parents whose children with disabilities were excluded from public schools and other resources.
