Houston ISD received 85 out of 100 points, or a 'B' rating, for the 2025-26 school year, representing three consecutive years of overall improvement in the Texas Education Agency’s accountability ratings for school districts statewide, released Aug. 14.
However, while the district boasted no F-rated campuses in 2024-25, five campuses were awarded 'F' ratings this year for 2025-26.

Texas schools are rated on an A-F scale based on three criteria: student achievement, school progress and closing the gaps, as previously reported by Community Impact. Elementary and middle school ratings are largely based on the State of Texas Assessments of Academic Readiness, which students begin taking in third grade. On the other hand, high school ratings are based on STAAR end-of-course results and gauge how well students are prepared for success after graduation.
Over the past three school years, the district received 79 out of 100 points for 2023-24, 84 out of 100 points for 2024-25 and 85 out of 100 points for 2025-26, TEA data shows.
"That's a huge success for our kids," Superintendent Mike Miles said during an Aug. 13 HISD news conference. "Again, yes, we still have failing schools. Yes, we still have kids who are below proficiency. Yes, we still have a lot of work to do, but this is cause for celebration. Fewer kids are below grade level as a result."
HISD had 167,793 students enrolled in 2025-26, data shows. About 77.2% of students were economically disadvantaged, 12.5% were in special education and 37% were emergent bilingual.

Across the state, 85% of campuses received a 'C' rating or higher, which is considered “acceptable academic performance” by the TEA, as previously reported. Of the state's 1,202 school districts, 24% received a higher rating than the 2024-25 school year, while 65% kept the same rating and 11% received a lower rating, TEA data shows.

Year over year, HISD saw an improvement in the number of A- and B-rated campuses—205 in 2025-26 and 93 in 2024-25—according to a district presentation given during the Aug. 13 news conference. The district has 273 total campuses.

The past
Since the A-F system's launch in the 2017-18 school year, HISD has received six official ratings due to three years of state of disaster declarations:
- 2017-18: not rated due to Hurricane Harvey
- 2018-19: B
- 2019-20: not rated due to the COVID-19 pandemic
- 2020-21: not rated due to the COVID-19 pandemic
- 2021-22: B
- 2022-23: C
- 2023-24: C
- 2024-25: B
