The spending plan is built around the state’s no‑new‑revenue property tax rate using roughly $13.2 billion in preliminary taxable value, with water and wastewater fees projected at $58.4 million and sales tax at about $31.8 million, according to budget documents.

The draft budget also funds employee raises and benefit increases; adds seven new positions, including a police crime analyst and extra EMS staff for a new peak-time ambulance; and prioritizes major water and sewer upgrades, along with selected trail, park and drainage projects over the next five years.
What residents need to know
The projected tax rate for FY 2026-27 is $0.369 per $100 valuation of a home, according to budget documents.
This is a placeholder rate, essentially carried over from last year, but city staff noted this rate will change once certified values come in and the actual no‑new‑revenue and voter‑approval rates are calculated in early August.

An additional budget workshop will be held at 5 p.m. Aug. 11 and Aug. 25. Council will have its first reading of the budget at its Aug. 25 meeting.
