Next year, Clear Creek ISD students could be learning from the Texas Education Agency’s Bluebonnet Learning math program.
Why it matters
Clear Creek ISD's board of trustees will consider whether to adopt the 2026-27 Bluebonnet Learning Math OER—or open education resources—instructional material transition plan at its Nov. 9 workshop.
The district’s eligibility for state funding tied to these materials is contingent on adopting the plan, according to meeting agenda documents. CCISD Superintendent Karen Engle recommends the board of trustees adopt the plan.
Diving in deeper
For a school district or open-enrollment charter school to qualify for the State-developed OER, or open educational resources, entitlement for additional instructional materials procurement funding, the district or school must adopt an OER instructional material transition plan, according to the TEA’s website.
According to the TEA, the transition plan includes the following:
Clear communication and stakeholder change management planning
Timely access to print materials and related manipulatives
Sufficient planning and instructional time
Clear expectations for the implementation of the materials, protocols and assessments
Processes for stakeholder communication and public posting if the materials have been modified
Maintenance of instructional flexibility through clear guidance for acceptable teacher modifications
Sufficient professional learning and development for school leaders, instructional coaches and teachers
