City Councils for both Kyle and Buda will soon vote on an interlocal agreement between the entities and Hays County to facilitate the construction, operation and joint use of an animal care facility in Kyle. The votes will take place on Jan. 20 at the cities’ respective council meetings.

The City of Kyle intends to lead the construction of an animal shelter to meet the city’s needs, according to the proposed interlocal agreement. The City of Buda and Hays County requested that the shelter be expanded to serve the specific needs of the entities.

The animal shelter will be owned and operated by the City of Kyle, but a designated area of the facility will be dedicated to animals from Buda and the county.

All three entities will work toward prioritizing positive, lifesaving outcomes for animals at the facility, according to the agreement.


The councils will vote to approve or deny the interlocal agreement on Jan. 20 at the cities’ respective meetings.

How we got here

The City of Buda and the City of Kyle previously contracted services with the San Marcos Regional Animal Shelter. The shelter will release all interlocal partners in 2026.

The City of Kyle completed a comprehensive feasibility study that confirmed the need for an animal care facility capable of meeting sheltering and animal control demands, according to the agreement.


The city began discussions on partnerships with Hays County and the City of Buda in 2025. A Memorandum of Understanding establishing initial project commitments was approved in August with Hays County and in October with the City of Buda.

Staff with all three entities proceed to draft the proposed interlocal agreement. Hays County approved the agreement on Jan. 6.

Next steps

The City of Kyle and the City of Buda will vote on the agreement at council meetings on Jan. 20. The Kyle City Council will vote on a $1.66 million full design contract with Jackson & Ryan Architects at the Jan. 20 meeting.


The full facility design will be completed during fiscal year 2025-2026. The shelter’s construction will be completed during fiscal year 2026-2027.
