This follows 60% of voter approval of 2025 Bond Proposition A, which funds various development projects across the district, including facility renovations.

Development at Hemphill, Kyle and Tom Green Elementaries includes upgrading the campuses to accommodate 900 students, according to district documents.
The Simon Middle School project includes expanding the campus to accommodate 1,200 students, as well as adding turf to the campus field, according to district documents.
District staff said that because Hemphill Elementary and Simon Middle School are in close proximity, they will use a single contractor and Guaranteed Maximum Price, or GMP, for the project. The trustees approved a $26,929,942 GMP from the Bartlett Cocke Construction Company.
The same construction company will work on the projects at Kyle and Tom Green Elementaries. Trustees approved a $77,846,767 GMP from Jackson Construction Company for the two projects.
What’s next
All four projects will start June 2025, HCISD staff said. Hemphill Elementary and Simon Middle School projects are expected to be completed June 2026. Projects at Tom Green and Kyle Elementaries have anticipated completion dates of December 2026.
