Pine Creek Senior Apartments, which Vigilance Development Group will construct and Allied Orion Group will manage, will be located on Lovers Lane near College Street.
Phase 1 will feature 52 units—36 one-bedroom and 16 two-bedroom residences—for residents ages 55 years and older. Rent will be based on the area’s median income, or AMI, with units reserved for residents making 60%, 50% and 30% of the AMI, according to developers Elizabeth Property Group.
Amenities will include:
- On-site laundry
- Washer and dryer hookups in units
- Community room with kitchen
- Outdoor lounge space with barbecue area
- Natural wooded green space
Although only 5% of the units are Americans with Disabilities Act accessible, all will have ADA features and will be adaptable to become ADA accessible, according to Elizabeth Property Group.
Tisha Vaidya of Elizabeth Property Group told Bastrop City Council during an Oct. 21 meeting that the project is estimated to cost approximately $15 million.

Elizabeth Property Group has built three similar developments in Texas, including:
- Canterbury Crossing in Abilene, 304 units
- Kensington Apartments in Austin, 136 units
- The Citizen in Dallas, 202 units
“All I want is some reasonable rent for my seniors,” Kathy Metcalf, president of the Bastrop Senior Center, said during the public comments portion of the meeting. “We're all getting older. None of us are getting younger. I'm going to be in senior housing eventually, I'm sure. I would hope that I wouldn't have to choose whether I buy my medication or pay my rent.”
The outlook
Construction of Pine Creek Senior Apartments is expected to begin in early 2026, according to Elizabeth Property Group.
