Allen officials allot $659K for water and sanitary sewer improvements

Water and sewer lines across six locations in Allen will soon see upgrades.

Allen City Council approved a $659,248 contract with Freese and Nichols for survey and engineering design services for the Water and Sanitary Sewer Improvements Project at a July 14 meeting.

The specifics

The project involves replacing about 18,565 linear feet of water lines and about 8,320 linear feet of sewer lines across Allen, per city documents. The contract with Freese and Nichold is for the design phase of the project and does not include construction costs.

The Engineering and Community Services departments identified six areas with water and sanitary sewer pipes in need of replacement, including:

• Rock Ridge District in the city’s extraterritorial jurisdiction
• Whisenant Estates subdivision
• Greenville Avenue between Rivercrest Boulevard to Jupiter Road
• Russell Creek at Palace Way and Hedgecox Road
• Watters Creek at Creekway Drive and Arches Park Drive
• West Rowlett Creek at Gladwater Drive and Lakeway Drive

These locations were selected due to aging equipment and ongoing maintenance issues, per city documents.

“The project focuses on delivering practical, cost-effective and constructable improvements to address aging infrastructure and enhance system reliability,” city documents state.

The context

The city of Allen is seeing a trend of investments in aging infrastructure. At an April 14 meeting, Allen City Council approved a $2.15 million contract for Greengate neighborhood improvements.

The project includes replacing 109 ramps, 50 alley approaches and 63% of the sidewalk panels within the Greengate neighborhood and surrounding portions of Allen Heights Drive, Director of Engineering Chris Flanigan said.

The city also awarded a $5.2 million contract for the Oak Hill neighborhood water line replacement project at its April 14 meeting and approved investing $4.6M in wastewater infrastructure improvements at an April 28 meeting. The city has also recently invested in some of its aging playgrounds.

What’s next

Once the design phase for the Water and Sanitary Sewer Improvements Project is complete, construction will begin in a multi-phase approach, city documents state.
