The city of Allen’s monthly bill for solid waste and recycling services is set to increase.
Allen City Council approved a rate adjustment with Community Waste Disposal that will increase the city’s monthly payment for residential service by 2.98% at a May 12 meeting.
This adjustment does not change rates for Allen residents’ monthly payment to the city. However, city staff will consider a potential residential rate during upcoming fiscal year 2026-27 budget discussions, according to city documents.
A closer look
The city’s current contract with CWD extends through May 31, 2029, and allows for one annual rate adjustment up to 5% per year, per city documents. The 2.98% increase is based on the U.S. Department of Labor’s Consumer Price Index, or CPI, city documents state.
“These additional charges will mean about $130,000 additional that we’ll have to pay CWD in the next year,” Director of Community Services Steve Massey said.

Commercial businesses will also see a 2.98% increase from CWD for waste collection based on the same CPI increase as the residential rates.
City officials said some commercial rate increases were tied to higher landfill disposal costs from the North Texas Municipal Water District. The city pays the NTMWD for commercial waste disposal, and Massey said the district's costs have been steady for about a decade until rate increases were implemented in the past fiscal year.
Another rate increase will see customers pay an additional 5.3% for disposal costs, per city documents. That cost increase correlates to an increase of $2.07 per ton of waste disposed, Massey said.
Looking ahead
The adjusted rates will take effect June 1, Massey said. If the potential residential rate increase is considered and approved during the budget process, those would take effect Oct. 1
