The Grand at 249, a 450,000-square-foot mixed-use development in Tomball, is on track to be completed around the end of 2027, NewQuest President Austin Alvis said. Divided into the northwest and southwest corners of Hwy. 249 and the Grand Parkway in Tomball, the development site will host a wide variety of retail stores and restaurants.
Alvis said the land has been in the company's portfolio since the 1990s. Construction on the property began in 2023, and since then, tenants including Portillo’s, Ross and Jersey Mike's have opened.
A centerpiece of the development is a 166,664-square-foot Sam's Club, which Alvis said is set to open later this year. Sam’s Club will also have a fuel site on location alongside its wholesale store.
Currently, a majority of the pad sites and spaces in the southwest corner of the development have been filled out, while NewQuest is still searching for tenants to complete the final lots in the northwest corner, Alvis said.
Zooming out
Since 2016, the city of Tomball has seen an increase in not only its population but also its sales tax revenue. According to U.S. Census Bureau data, the population between 2019 and 2024 has grown by 19.6% in the Tomball-area ZIP codes of 77375 and 77377. Meanwhile, between 2016 and 2025, the sales tax revenue has also grown, rising from $14.06 million to $24.5 million—a 74.2% increase.
The rising population and revenue in the area are among the reasons why Alvis said NewQuest wanted to build in Tomball.
“lt's still a super regional suburban intersection that's focused on convenience, retail, restaurants and other services, so that's kind of always been the plan for the intersection for us,” Alvis said.

Alvis said that both the north and southwest corner sites of The Grand at 249 are currently on track to be completed around the end of 2027.
“We have very few vacancies left, and maybe three spaces in multi-tenant buildings that are available,” Alvis said. “Then the only stuff that we do have is behind the center, that's at the corner of Rocky Road and Boudreaux [Road]. We do have some pad sites that are along Boudreaux that are not committed at this point.”
Retail locations on-site, such as Chick-fil-A and Bruster's, opened this spring, and other retailers like Burlington are set to open later this year.
NewQuest is still working to complete the northwest development and fill in any vacant pad sites. The location, as of now, has around four to six pad sites available and some multi-tenant retail space still available for developers, but nothing is set in stone as of now, Alvis said.
