Conroe ISD, other Montgomery County districts see enrollment gains in past 5 years

Several Montgomery County school districts, including Conroe ISD, have seen enrollment increases in the last five years, while others in the Greater Houston region experienced losses.

Community Impact analyzed data from the Texas Education Agency to learn how many students were enrolled at public school districts for the 2025-26 school year compared to the 2021-22 school year.

Over the last five years, more than half of public school districts across the Greater Houston area lost students, with one district—Aldine ISD—seeing a more than 15% decline in enrollment, according to TEA data released for the 2025-26 year. In The Woodlands area, however, six districts analyzed from Montgomery County and North Houston show increases in that time frame.

The context

The Conroe ISD boundaries encompass:

• Eight high schools (one pending construction)
• 19 middle schools (junior high and intermediate campuses)
• 41 elementary schools
• Four transportation centers (Conroe, Caney Creek, Oak Ridge, and The Woodlands)

Breaking it down

In addition to enrollment reports, PEIMS data shows salaries, special education enrollment and other information from Texas school districts.

Among six districts in The Woodlands area, Conroe ISD is in the middle of the teacher base pay salaries offered as well as support staff pay.

Special education enrollment in Conroe ISD and surrounding districts all saw an increase in 2025-26 from 2024-25.
