Missouri City officials will soon vote on making Sienna Municipal Utility District 3 part of the city, officials announced in an Oct. 6 news release.
In a nutshell
The proposal follows a framework established in a 2001 Strategic Partnership Agreement between the City and Sienna MUD No. 3 that outlines conditions for annexation.
MUDs are a type of district that assists in financing road, utility, drainage and related infrastructure, per the city of Missouri City’s website. If a MUD is dissolved or annexed, the city takes over all its obligations and assets and gains control of new growth and development, per the website.
Sienna MUD 3, created in 1997, is governed by an elected board that meets every month in Sienna offices, per its website. The change would give Sienna MUD 3 residents representation in the Missouri City City Council and in future decisions about city investments.
The annexation would only include Sienna MUD No. 3.Missouri City
The details
The annexation would require residents to pay the city’s tax rate instead of the MUD rate and it would offer them city services, according to the news release.
Key changes include:
Residents would pay city property tax bills starting in fall 2027
Financial changes would include fire-service fees and the introduction of garbage collection fees and city utility rates
Missouri City Police would take over local forces
The city would provide services, including street maintenance, repair and code enforcement
However, Best Trash would continue collecting trash until January 2029. Additionally, Fort Bend County EMS along with Missouri City Fire and Rescue Services as well as regional water and wastewater services would continue.
What they’re saying
“We look forward to welcoming Sienna MUD No. 3 residents into Missouri City if City Council approves the annexation,” Interim City Manager Allen Bogard said in the news release. “Our focus is on providing dependable city services and helping residents understand what would stay the same, what would change and when. We are planning carefully to meet their needs while continuing to serve our existing residents.”
