The city of Missouri City will be led by Allen Bogard as the city begins the search for its 11th city manager.
What residents need to know
Bogard, who previously served as the Sugar Land city manager for nearly two decades before his retirement in January 2020, assumed the role of Missouri City’s interim city manager July 11.
The move comes after former City Manager Angel Jones departed the city July 10 to move closer to family, Community Impact reported. Jones became Missouri City’s 10th city manager in December 2022.

After his retirement from Sugar Land, Bogard co-founded Public Sector Solutions LLC, where he provides consulting services to local governments in finance, governance, economic development and strategic planning.
During his time as interim city manager, Bogard will lead efforts focused on:
- Community growth
- Development of an integrated utility system
- Strategic annexation initiatives
- Expanding economic development opportunities
"I am excited for the opportunity to serve the Show Me City as interim city manager," Bogard said. "I look forward to bringing my passion for public service and good governance to Missouri City."

Missouri City City Council also approved Assistant City Manager Shashi Kumar to serve as acting city manager in Bogard’s absence at a July 20 meeting.
Looking ahead
City officials said Bogard will work with the human resources department to select a consultant to conduct a comprehensive search for the next city manager.
However, a detailed timeline for the search has not been established.
