A project to upgrade Riley Fuzzel Road between Elm Street and the Hardy Toll Road in Spring is in the design phase. The project includes upgrading the road to a four-lane concrete pavement, realigning the road to remove sharp turns, closing the railroad crossing at Caroline Street and opening a new crossing north of Riley Fuzzel Road.
