Amy and Sam Ramirez will open Blue Dahlia Bistro, 107 Hopkins St., San Marcos, in late February or early March, Amy said. The restaurant will serve a variety of salads and tartines—open-faced sandwiches—as well as breakfast dishes, such as frittatas, croissants, soft-boiled eggs and crepes.
