The city of San Marcos is exploring the potential development of a new city hall, along with possible improvements to the Hopkins Street corridor and nearby community assets.
Along with consulting firm Freese and Nichols, the city will host three open house meetings for residents to gain insight and provide feedback on the Hopkins City Center-New City Hall Project.
The gist
The city is considering three locations for the new city hall project, including the city-owned Armory property, the current city hall site and a downtown location, according to a city news release.
The three open houses will give residents opportunities to voice support or feedback on the three potential locations. The Hopkins City Center-New City Hall Project could feature a number of improvements, including:
Walkable civic corridor
Consolidated city services
Improvements to Plaza Park
Public gathering spaces
New mixed-use development
Structured parking
Planning for the project is in the early stages and no final decisions on what the project may include have been made, according to the release.
The open house meetings will be structured as come-and-go events and will be held from 6 p.m. to 7:30 p.m. on the following dates:
Oct. 19, Bowie Elementary cafeteria, 4020 Monterrey Oak, San Marcos
Nov. 18, San Marcos Public Library, 625 E. Hopkins St., San Marcos
Dec. 9, Dunbar Recreation Center, 801 Martin Luther King Drive, San Marcos
Community members will complete feedback worksheets and share comments at the meetings. Those who cannot attend a meeting may complete the feedback worksheet online. The form will be open from Oct. 19 through Dec. 9.
Diving deeper
The city is pursuing the Hopkins City Center-New City Hall Project to replace and expand the existing City Hall and enhance public land and civic amenities throughout the Hopkins Street corridor, according to the release.
A new city hall would better serve the city’s growing population of roughly 90,000 residents, according to previous Community Impact reporting. A new facility would need 109,000 square feet of office and public meeting space and 360 parking spaces to accommodate the city’s projected growth over the next 30 to 40 years.
The development of a new city hall and structured parking is projected to cost between $80 million and $100 million, according to the release. The San Marcos City Council has approximately $13 million set aside for the project.
The council has directed staff to avoid property tax rate increases related to constructing a new facility.
Looking back
Staff first presented concepts for a new city hall to the City Council in fall 2022. In 2024, the city hired Lopez Salas Architects, Inc. to handle city facility space planning needs.
Later in 2024, the council appointed community members to a steering committee for the Hopkins City Center-New City Hall Project.
