The cities of San Marcos, Kyle and Buda are members of and receive water from the Alliance Regional Water Authority, or ARWA, a regional authority focused on addressing its members' water needs.
On Oct. 20, the three cities approved issuing millions in contract revenue bonds to fund the Carrizo Expansion Program, which will expand water distribution to ARWA members from the Carrizo-Wilcox Aquifer.
The overview
During separate meetings, each of the three city councils approved bonds for the ARWA expansion project. The project started the design process in 2024.
The Carrizo Expansion project includes a water treatment plant expansion, water treatment clarification, booster pump station expansion, raw water infrastructure and water treatment solids handling, according to agenda documents.
The project also includes drilling seven Carrizo-Wilcox Aquifer wells.
The ARWA Board approved contracts for the water treatment plant expansion, booster pump station expansion and raw water infrastructure in early August. The project is set for substantial completion in January 2029.
The Guadalupe-Blanco River Authority, or GBRA, will make up the funding difference between the total project costs and ARWA’s shares.
A closer look
The Carrizo Expansion project will add significant water to the three cities’ water supplies:
San Marcos: +2,917 acre-feet per year, or approximately +2,603,829 gallons per day
Kyle: +2,292 acre feet per year, or approximately +2,045,929 gallons per day
Buda: +413 acre feet per year, or approximately +368,660 gallons per day
Each city approved varying amounts in contract revenue bonds, depending on how much water each will receive, according to agenda documents.
The Canyon Regional Water Authority is also an ARWA member and will contribute to the project, according to agenda documents.
