Major decisions have recently been made by local governments in the Hays County area, from approving new traffic analyses to an election for a possible county-wide hospital district.

1. Kyle council approves almost $500K reevaluation of proposed roundabouts
During an Aug. 18 meeting, the council approved a $478,638.51 task order to conduct a traffic study at 12 intersections where roundabouts are recommended. The study will analyze operational and safety aspects and provide new design recommendations for each location, according to agenda documents.
The gist
The traffic studies at each intersection will consist of data collection and Intersection Alternative Analysis and be broken into two phases.
Council members in favor of the new traffic analysis cited the amount of time that has passed since the original analyses and potential cost savings. Those who voted against cited delays to intersection projects needed to increase road safety and an unnecessary monetary expense.
Next steps
The first priority set will be brought before the council in late September or early October. The full task order is expected to be complete before the end of the year.

2. Hays County residents to vote on Hospital District
The Hays County Commissioners Court acknowledged a voter petition that will allow residents to vote on the creation of a Chapter 281 hospital district.
The gist
The petition held 142 signatures verified by the county election office and tax assessor, passing the 100-signature threshold required to automatically call for an election, said Hays County Judge Ruben Becerra. The district would provide medical aid and hospital care for indigent or needy residents.
Looking forward
The measure will not appear on the November 2026 general election ballot. Commissioners tabled an agenda item to call a special election in May 2027 and one to declare the court’s intent to target an operating tax rate of either $0.01 or $0.02 per $100 valuation for the district.
A hospital district has a maximum possible tax rate of $0.75 per $100 valuation, according to agenda documents.
“Today’s action puts this decision exactly where it belongs, with the people of Hays County,” Becerra said. “This has always been about giving our residents the opportunity to decide what kind of healthcare system they want for their community.”

3. San Marcos council approves $2.19M in airport repairs
On Aug. 5, the San Marcos City Council approved an approximately $2.19 million construction contract for the Airport Taxilane Project, which will rehabilitate pavement and complete taxilane improvements at the San Marcos Regional Airport.
The overview
The city received two construction bids for the project's completion June 4. Harper Brothers Construction LLC submitted the lowest bid, was determined to be capable of completing the project and was awarded the contract, according to agenda documents.

4. Buda council revises business grant program
The city of Buda’s Downtown Co-Marketing Grant Program provides small businesses in the downtown district with up to $3,000 a year for marketing purposes. The City Council approved an amendment allowing businesses to receive up to $1,000 in advance funding for approved projects.
On Aug. 4, the City Council amended the program to improve accessibility for small businesses, modernize the grant guidelines, clarify eligibility requirements, establish standardized compliance procedures and improve administration.

5. Kyle council no longer considering Kyle Vista Park for animal shelter
The City Council voted to no longer consider the Kyle Vista Park site for the development of a regional animal shelter after dedicating it as parkland. The council will reevaluate its regional agreement and project costs to determine the future of a shelter in the city.
