Schertz-Cibolo-Universal City ISD is planning a new initiative to increase enrollment for students living outside of the district.
On March 26, Executive Director of Elementary Education Sarah Dauphinais gave a presentation on limited enrollment for out-of-district transfers to schools with lower enrollment.
If implemented, the program would begin during the 2026-27 school year.
The details
Dauphinais said staff have discussed out-of-district enrollment for a couple of years, considering different ways to implement the program.
“Out-of-district transfers will allow SCUC to strengthen enrollment at our under-capacity campuses and attract families around us that are seeking high-quality learning environments,” she said.
Initially, the program will be open to students in kindergarten through sixth grade at five participating campuses. Each of the campuses will allow different grade levels to enroll. Campuses include:
Dauphinais said that each year, campuses would be evaluated for space capacity and anticipated enrollment to determine if they could open to out-of-district students.

To qualify for the program, students must demonstrate strong academic and behavioral records. These requirements evaluate the past two school years for students, requiring:
For students applying without grades, parents will be contacted. Dauphinais said students will be evaluated on a case-by-case basis.
Parents of out-of-district students who are approved to attend an SCUCISD campus are responsible for transportation, as specialized transportation services are not provided through the program.
Applications to the program are expected to be open from March 30 to April 24. Applications will be reviewed in the order they are received.
