Precinct 4 encompasses the Northwest portion of Kendall County, including Comfort.

Brett D’Spain is running against incumbent Chad Carpenter, and the winner will move forward to the November ballot.
Since no Democratic candidate ran for a place on the Precinct 4 ballot, the winner of the Republican primary will run uncontested in November, effectively being the next commissioner for the seat.

Why are you running for office?
Our local government is not looking out for our residents. Overregulation and high property taxes are destroying our small businesses and this needs to change. With my experience, I can help organize our citizens and fight for changes locally and in Austin through legislative changes. We need better leadership.
What would be your top priorities if elected?
The state has designated our county as a sensitive area where water availability is limited. We need legislative changes to address this concern. Property taxes are not sustainable and needs to be addressed with our state legislature. I will take this fight to Austin. I am already working on this.
How do you plan on involving residents in the decision-making process?
For three years I’ve been working closely with residents fighting battery storage developments and large subdivisions. The success we’ve had in Precinct 4 is because we work together. My actions during commissioner’s court are directly related to decisions we’ve made together during our meetings. This is great government at work.
What do you see as the greatest challenge for Kendall County, Precinct 4, over the next four years?
Our residents are dealing with wells going dry, high property taxes and big developers bypassing county rules by permitting with TCEQ. These are all issues needing legislative corrections. The local governing body should have more oversight and input when our sustainability is threatened. I will take this fight to Austin.

Why are you running for office?
I want to bring a fulltime perspective to the office where the voice of all taxpayers is heard. I will bring a cohesive understanding of all the county offices and be a voice for all taxpayers.
What would be your top priorities if elected?
Make first responders a top priority. Revitalizing economic growth with available programs. Ensure that our development rules are upheld for everyone. Variances and relief should be the exception, not the norm.
How do you plan on involving residents in the decision-making process?
Opening the commissioner’s office in Comfort and Boerne, that already exists, and be available at both for taxpayers to bring their concerns to my attention.
What do you see as the greatest challenge for Kendall County, Precinct 4, over the next four years?
Sustainable economic growth; finding new water resources through viable options, such as aquifer storage and recharge; responsible development and growth; first responder infrastructure to include substation for Sheriff's Department
