Three candidates are running for the Kendall County Precinct 2 commissioner seat in the Republican primary election.
Precinct 2 in Kendall County encompasses the southern portion of Kendall County, east of Boerne and on Hwy. 46 E., according to a map from the county.

J.C. Taylor, Richard Elkins and incumbent Andra Wisian are running against each other for the Republican nomination in the November election.
Since no Democratic candidate ran for a place on the Precinct 2 ballot, the winner of the Republican primary will run uncontested in November and effectively be the next commissioner for the seat.

Why are you running for office?
I’m running for Kendall County Commissioner to protect our high quality of life. I grew up in this county and would like to give back based off my qualifications I have developed in my business life. I see tremendous opportunity for improvement in managing growth.
What would be your top priorities if elected?
1. Implement a 5 year strategic plan. This will give the county a roadmap into the future. 2. Infrastructure - specifically water and roads. 3. Public safety - specifically fire protection.
How do you plan on involving residents in the decision-making process?
In the strategic planning session we would have stakeholder meetings - these stakeholders are made up of Kendall County residents. I am currently a stakeholder involved in the strategic planning for the city of Fair Oaks Ranch.
What do you see as the greatest challenge for Kendall County Precinct 2 over the next 4 years?
Water is on everyone's mind but I believe water is an issue for everyone in the south central region of Texas - we need to advocate with other governing authorities to solve our common problem. Roads are the prominent issue in precinct 2 - specifically Highway 46 East.

Why are you running for office?
Kendall County needs a cost effect progressive governing business approach. I am experienced in presiding and collaborating with members of Commissioners Court, preparing and managing the Kendall annual budget, trained in emergency management and handling a wide range of administrative duties in and outside the county with other government entities.
What would be your top priorities if elected?
Provide tax relief to citizens by providing a $20,000 KC Homestead exemption, reduce Budget 22% and headcount by 20% by implementing 21 st Century best practices and absorbing normal employee attrition with training and new business methods. How do you plan on involving residents in the decision-making process?
Have Commissioner Court Citizen workshops and community specific Town Hall discussions. Some meetings will be held in the evenings. Depending on topic, subject matter experts will be part of workshops and discussions. News outlets will be invited to all meetings. Goals and Financial plans will be measured and community transparent.

Why are you running for office?
I’m running to continue serving Kendall County as a neighbor helping neighbor. I believe in strong community involvement, supporting public safety, protecting natural resources, and preserving what makes our county unique. My goal is steady leadership that listens, works hard and puts Kendall County first.
What would be your top priorities if elected?
My priorities are stewarding tax dollars responsibly; supporting volunteer and paid fire departments, emergency medical services, and the Sheriff’s Office; improving mobility through TxDOT and AAMPO coordination on FM 3351, SH 46, and the Herff–Esser intersection; and managing growth to protect natural resources.
How do you plan on involving residents in the decision-making process?
I involve residents through advisory boards like the Parks Advisory Board and the Proposition A committee, attending HOA and neighborhood meetings, and organizing community forums with TxDOT and the Sheriff’s Office. I also publish regular newsletters to explain decisions, share updates and invite feedback.
What do you see as the greatest challenge for Kendall County Precinct 2 over the next 4 years?
Implement cost effective Regional Development and Environmental Regulations to Protect Quality of Life; Citizen Property Rights and Natural resources; Providing needed Citizen Tax relief; Continuing to provide cost effective high quality Law, Fire and EMS services; Addressing Austin mandated rules without funding; Designing, approving, funding and implementing transportation solutions.
What do you see as the greatest challenge for Kendall County Precinct 2 over the next 4 years?
The greatest challenge is balancing growth with limited water. Kendall County lies over a fragile aquifer in a Priority Groundwater Management Area.
