Richardson City Council approved a special permit to allow a salon artist to perform microblading procedures in the city.
Diep V. Nguyen was granted her request to offer the service after a unanimous decision by council during its Jan. 31 meeting.
Microblading is a cosmetic procedure that inserts pigment under the skin using a needle or an electric machine with a needle, according to the presentation given to the city. This process is used to replicate or enhance the appearance of eyebrows, eyeliner, and lip liner and color. Nguyen said she learned about microblading after working for a stylist in Frisco who performed the procedure on clients.
The special permit excludes Nguyen from extending her business into tattoo artistry. Unlike tattoos, the effects of microblading are not permanent and are expected to last 18-30 months. The zoning permit states her business must “exclude the pigmentation of any other part of the body with characters, symbols or representations of art.”
