New 18-story residential building to be constructed at Legacy West in Plano

A new 18-story high-rise apartment building will be built on one of the last pieces of undeveloped land at Legacy West in Plano.

The residential tower will have 177 units and be constructed on 2 acres on the corner of SH 121 and Windrose Avenue, according to city planning documents. Legacy West is Plano’s $3 billion mixed-use development site that includes corporate offices, multifamily homes, retail shopping and restaurants.

Plano City Council approved a zoning change at its June 13 meeting to facilitate construction of the new buildings. The planning and zoning commission approved the building and the related zoning requests at its May 2 meeting. Columbus Realty, one of the three companies that developed Legacy West, is proposing the new residential building.

Some city officials expressed concern that the nearby freeway could cause noise issues for residents of the building. Robert Evans, senior associate with O’Brien Architects, the architecture firm working on the project, said during the meeting that the building will be designed to mitigate noise to accommodate future residents.

“We have a requirement to mitigate the interior noise to 45 decibels maximum,” Evans said. “We performed a sound study to understand what we would need to do. The measures we have proposed we feel will make this a first-class project.”

The LVL 29 apartment building and the Windrose Tower condominiums are the only other high-rise residential buildings located at Legacy West. A new 24-story office tower for Ryan LLC is also being developed off the corner of Dallas North Tollway and SH 121.

An exact construction timeline has not yet been announced.
