Manvel officials are projecting a balanced budget of nearly $20.6 million for fiscal year 2026-27, following a preliminary budget presentation to City Council at its Aug. 3 meeting.
City officials also project a tax rate of $0.56 per $100 valuation of a home, which is the same tax rate as FY 2025-26, documents show.
The overview
The proposed FY 2026-27 budget includes approximately $20.6 million in both expenses and revenue, according to city documents.
Compared to FY 2025-26, the city is projecting roughly $1.5 million more in expenses and over $3 million in additional revenue, City Manager Dan Johnson said.
Unlike FY 2025-26, when the city transferred more than $2 million from its fund balance to balance the budget, the proposed FY 2026-27 budget does not include a fund balance transfer, he said.
A closer look
City officials are proposing a property tax rate of $0.56 per $100 valuation of a home for FY 2025-26, which is the same tax rate as last year, documents show.
At that rate, the city expects to generate approximately $6.4 million in maintenance and operations, or M&O, tax revenue, documents show.
Based on the proposed tax rate, a homeowner with a taxable home value of $300,000 would pay about $1,680 annually, according to city documents.

The city's top 12 supplemental budget requests total approximately $1.2 million. About half of those requests, valued at $828,500, are included in the proposed budget, while the remaining items could be funded if additional revenue becomes available, documents show.
The proposed budget also includes a 3% cost-of-living adjustment for all full-time city employees and a 3% step pay increase for sworn police officers, documents show.

The city will host a budget town hall Aug. 19 to gather public feedback before the council considers adopting the budget in September, city documents show.
