Equipment replacements, a new van and a utility billing clerk position are among the fiscal year 2026-27 budget requests presented by Manvel’s finance and personnel departments at City Council’s July 20 workshop.

The personnel department, which includes human resources and information technology is requesting the following for FY 2026-27:
- $51,000 for an IT van
- $91,000 for an IT backup system replacement
- $10,000 for HR generalist salary adjustment
- $6,500 for cybersecurity technician salary adjustment
The requested HR and cybersecurity technician salary requests are intended as raises for current employees, Personnel Director Chad Dumont said.
The department is also requesting an IT van for equipment transport, which staff may need to do once or twice a week and currently requires the use of personal vehicles, Dumont said.
Also of note
The finance department is requesting additional staffing to support its four-person team, which manages several functions, including general ledger, audits, payroll and utility billing operations, Director of Finance Rosie Donaire said.
For FY 2026-27, the department is requesting:
- A new accounts payable clerk position
- A new utility billing clerk position
The estimated salary range for each position is approximately
$50,000 to
$60,000, including benefits, Donaire said.

City Manager Dan Johnson is set to submit the proposed FY 2026-27 budget to City Council by Aug. 1, according to city documents.
Council will review the proposed budget during public meetings throughout August and September, including a planned public town hall where residents can learn about the proposed budget and provide feedback ahead of adoption, city documents show.
