Manvel City Council approved an amendment to the Primrose development master plan at its Feb. 17 meeting, which updates the layout and incorporates a subdivision variance related to road and sidewalk construction.

The Primrose master plan is a 413-lot residential subdivision that will be built in three phases, according to city documents.
The developer, Primrose Development, will set aside a 40-foot-wide strip of land for a future road extending south from Rodeo Palms Parkway and move the northern entrance to align with the future extension of Kirby Drive as part of the approved changes.

The approved amendment incorporates a subdivision variance, which allows the developer to delay construction of part of a required perimeter road and sidewalk, according to city documents.
Instead, the developer is permitted to deposit funds into an escrow account to cover the future cost of those improvements.
The city originally approved the Primrose master plan in July, but since the variance changes how the project meets subdivision regulations, a formal amendment to the master plan and construction phasing schedule was required.
What’s next
Before the development can move forward to final approval, the escrow funds must be deposited and approved by the city engineer, according to city documents.
The cost estimate is currently under review, city officials said.
