McKinney City Council members will consider a specific use permit for a car rental facility and a request to waive roadway impact fees for an apartment development at an upcoming meeting.

Council members are scheduled to consider and vote on a specific use permit request for the facility at a July 21 meeting. If approved, the permit would enable development of an Enterprise Rent-A-Car facility on about 1.5 acres along James Pitt Drive.
The city’s Planning and Zoning Commission recommended approval of the request in June. Current development plans include construction of a 1,800-square-foot main building for renting cars and another 1,200-square-foot building for servicing rental cars. The property is currently zoned as a “C” planned commercial center, which requires a permit for auto sales or rentals.

Council members are also expected to consider a request to waive roadway impact fees for the Presidium Cotton Mill development. The multifamily mixed-use project could provide more than 1,100 multifamily units, office space and retail.
Presidium, a Texas-based real estate developer and one of the project’s partners, is requesting the waiver for the project’s multifamily component through the city’s Neighborhood Empowerment Zone program.
The program was established in 2009 and provides impact fee waivers for infill projects within the NEZ’s boundaries, according to a city document. Roadway impact fees are levied against new developments to pay for off-site construction or infrastructure work to support development, according to McKinney’s website.
Presidium is planning for the development of 1,140 apartment units that will be constructed in four phases, according to the city document. The first phase will include market-rate units and affordable housing units based on an agreement with the McKinney Housing Authority. The apartments will be located directly south of the McKinney Cotton Mill.
Approval of an impact fee waiver could result in a loss of $2,946,900 in impact fee revenues, according to the city document. If the fee were to be waived, the developer would pay the fees upfront and be reimbursed later after construction is completed.
