McKinney National Airport has found vendors for car rentals and concessions at its upcoming commercial passenger terminal.
What happened?
McKinney City Council members approved resolutions Oct. 5 authorizing agreements with Enterprise Holdings for car rental services and Creative Hospitality Solutions for food and beverage concessions. The approvals come nearly a month before commercial flights begin Nov. 11 at McKinney National Airport.
Creative Hospitality Solutions will operate a concession stand within the terminal seating area. The stand will offer coffee, tea, baked goods, packaged snacks and cold beverages, according to a city document.
The company was selected through a request-for-proposals process, McKinney National Airport Director Ken Carley said. Eight companies submitted proposals and Creative Hospitality Solutions scored the highest based on factors like concept quality and its operations plan.
Creative Hospitality Solutions is proposing a quick-service concept built around a “full coffee and specialty beverage bar,” according to the city document. Its proposal includes distribution of coffee from North Texas-based Armor Coffee Company and a “McKinney Made” shelf of local goods.
“This will be a revenue-generating contract,” Carley said. “There [are] no funds that the city is putting under the contract. It’s a three-year term with two one-year renewals.”
McKinney will receive percentage rent based on gross concession sales, according to the city document.
Also of note
Enterprise Holdings will rent cars within a space near the commercial terminal’s entrances. The exact square footage will be finalized before project completion, though Enterprise is expected to have 24 exclusive parking spaces, according to a city document.
“We’ve had a relationship with Enterprise for a number of years,” Carley said. “They’ve provided cars to the FBO McKinney Air Center on the general aviation side for years and we’re proposing to expand that relationship into an agreement to cover the east side and occupy space in the terminal.”
The agreement will last for two years and includes two options for one-year renewals, according to the city document. This agreement will also generate revenue with the city eligible to receive 10% of gross receipts from services rendered. Enterprise will pay $204.73 per square foot to rent space at the terminal.
One more thing
Council members also approved a contract amendment with Swinerton Builders for construction management services related to the commercial terminal. The amendment increases the contract’s guaranteed maximum price by $400,000 for additional construction services.
Under the proposed amendment, Swinerton Builders will construct an operations support building for Avelo Airlines, the concessions area and an office area within the commercial terminal, according to a staff presentation.
“The scope we’re talking about tonight was originally planned in the project so we’re really talking about restoring scope that was always part of the project plan,” Carley said.
New funding is not being requested for the contract amendment, Carley said. The city will still have more than $1 million in available funds allocated for the project in its capital improvement program.
