McKinney Council advances library, public safety facility renovation projects with contract approvals

Council members also authorized an amendment to the fiscal year 2024-2025 annual budget and the 2025-2029 Capital Improvements Program. The amendment allocated $20 million in Certificates of Obligation bonds funds for this project, city documents state, which were approved by council members at a March meeting.

Both items were approved as part of the meeting’s consent agenda in a unanimous vote.

The project's goal

The library renovation project is set to “reimagine” the facility, the city’s website states.

The project will change the library’s layout and create new youth- and teen-specific spaces while also improving access to library materials. The project will also add a full-dome planetarium paired with an adjacent 2,500-square-foot exhibit space that can host interactive exhibits.

The library closed to the public June 13, and will remain closed for a roughly one-year construction period. Library services will be available solely at McKinney’s John and Judy Gay Library during the closure.

Council members also approved a resolution authorizing a nearly $550,000 contract with Conduit Architecture + Design LLC to provide professional architectural and engineering consulting services for a renovation project at the McKinney Public Safety Building, city documents state.

The company will develop design and construction documents for the renovation of the building, which currently houses both the McKinney Police Department and the McKinney Fire Department. The renovation project, which is funded by public safety bond funds, will outfit the facility to serve solely the police department following the relocation of the fire department to its new headquarters.

The renovation project will be phased, with the first phase beginning by the end of 2025. The project is expected to total $10 million, city documents state.
