Collin County residents will see the same property tax rate for Collin College in the 2026-27 fiscal year.
The gist
The college’s board of trustees unanimously approved a tax rate of $0.081220 per $100 valuation during an Aug. 25 board meeting. The college has maintained this tax rate since 2022, according to Collin County documents.
The tax rate is broken down into two pieces:
- Maintenance and operations, or M&O, rate: $0.0750 per $100 valuation
- Covers operational expenses such as payroll and facility costs
- Interest and sinking, or I&S, rate: $0.00622 per $100 valuation
- Pays for the college’s principal and interest on its debts
Collin College has the third lowest property tax rate set by a community college in Texas, Chief Financial Officer Melissa Irby said at the meeting.
More property tax revenue will be collected compared to the prior fiscal year as a result of newly constructed property in the county. Roughly $7 million in additional revenue is expected to be collected, budget documents state.
The average value for a home in Collin County in 2026 is $592,948, according to data from the Collin County Appraisal District. The 2026 Collin College property tax bill for this average priced home would total $481.59.

The board also unanimously approved the college’s FY 2026-27 budget at the meeting.
The budget outlines just over $455.4 million in revenue, including:
- $322.8 million in unrestricted funds
- $93.1 million in restricted funds
- $39.5 million in interfund transfers
Collin College staff also budgeted for nearly $460.8 million in expenses, creating a net negative budget with a shortfall of about $5.4 million, according to Collin College documents. That amount decreased from earlier budget projections that estimated the shortfall to come in closer to $8 million, Irby said.
“That change is due to a further reduction in operating budget across the district as well as some additional positions that were put on hold and/or closed based on further evaluation from the administration at the college,” she said

Collin College faculty and staff members will receive a 4% salary increase, which was unanimously approved by the board of trustees at the meeting.
The approved general pay increase is a result of consideration of the Consumer Price Index of the past year as well as other market factors, meeting documents state.
The 4% base salary increase will be for full-time staff, faculty and administrators of the college, as well as part-time staff. The salary increases will cost the college about $6.5 million, which is included in the approved budget, Irby said.
