Flower Mound Town Council approves residential subdivision on Lewisville ISD land

Flower Mound Town Council voted Nov. 15 to approve a request for a zoning and master plan change that will allow a new subdivision to be built north of the intersection of Spinks Road and Long Prairie Road.

The proposed development sits on a plot of land owned by Lewisville ISD. The district purchased the land, as well as a plot on Wager Road, years ago to develop schools on but will no longer be using the land, according to a statement released by LISD. The applicant, Toll Brothers, is looking to purchase the 76.02 acres from the district to build low-density single-family homes, according to town documents.

Toll Brothers requested the property be changed from estate residential and Lakeside Business District with campus commercial uses to low-density residential uses. The council originally heard the request at its Oct. 4 meeting but tabled a final vote until the Toll Brothers could make changes to better fit the town’s master plan.

Toll Brothers revised its request, lowering the number of buildable lots from 132 to 127 and including 2 acres of designated park space, according to town documents. The park will include a retention pond that will be maintained by the development's homeowners association, while the park itself will be maintained by the town.

The master plan amendment passed 4-1 with Deputy Mayor Pro Tem Sandeep Sharma voting against the change.

The applicant also requested zoning changes from agricultural district uses to planned development district with single-family district uses and an exception to the requirement to move utility power lines underground, according to town documents.

Overhead power lines span across Long Prairie Road. Toll Brothers asked not to have to move the lines underground because it would cost about $900,000 and would require additional of-site easements and the relocation of other utilities, according to the applicant’s presentation. In addition, the overhead power lines would not service the development.

This request passed 3-2 with Sharma and Council Member Adam Schiestel in opposition. That vote greenlighted the development as a whole.
