The gravel parking lot at Liberty Hill City Park will be paved after City Council approved $2.5 million in funding for the project July 8.

The gravel lot will be replaced with a 100,000-square-foot concrete surface by contractor Patin Construction. It will also be expanded, adding new wings to bring the total number of parking spots to 230.
The project will also include planting new trees around the park.
The parking lot renovation is necessary because of “tremendous growth” in the demand for parking at City Park during soccer season, city documents state.
Funding the project
The total budget for the project is $2.5 million. The majority of funding, $1.5 million, will come from parkland-in-lieu fees, which are paid by developers as an alternative to dedicating plots of land for parks. An additional $319,119 will come from the city’s general fund reserves.
The planting and irrigation of the trees will be paid for with $662,000 in tree mitigation funds.
The parking lot paving project was originally planned to take place in 2025 with a budget of $1.3 million, but faced delays, Director of Parks and Recreation Richard Fibish said. The budget increase of about $1.2 million for the project is mainly due to the rising cost of concrete and other construction materials, city officials said.
What’s next
Now that City Council has approved the project, city staff will execute the contract. The contract stipulates that once it is signed, the work will be completed within 180 days.
