3 Lake Travis-area jurisdictions look to share an emergency management coordinator

Lakeway City Council on June 1 approved moving forward to draft an interlocal agreement with the city of Bee Cave and the Village of the Hills for a shared emergency management coordinator.

During council's June 15 meeting, Lakeway officials approved the agreement and discussed key aspects of the document, including the fact that it establishes the position as a Lakeway employee who will work with the other two jurisdictions.

"Lakeway will provide the facilities necessary to accommodate the Emergency Management Coordinator services," a city document states. "The costs associated with compensation will be shared by the entities according to their respective 2018 Census estimates."

City information also states the term of the agreement is for the remainder of this fiscal year and all of fiscal year 2020-21 and will automatically renew for an additional year unless any party chooses not to renew in the manner identified in the agreement.

Regarding the fiscal impact for Lakeway, the salary at midpoint for the position is $77,504, and Lakeway’s portion will be $48,681.

On June 1, City Manager Julie Oakley said that one possibility for division of payroll from each municipality is to base each share on population.

Oakley explained to council the emergency management coordinator would serve in both an executive and an advisory capacity.

A job description of the emergency management coordinator includes coordinating emergency preparedness, response and recovery operations as well as developing city and regional management standard operating procedures.

Bee Cave City Council discussed the interlocal agreement in June but has so far not voted to approve it, and officials from the Village of the Hills have not yet acted on the agreement.
