Restaurateur Dave Coussirat will rebrand The Rô on Oak to the Volstead.
During the Roanoke City Council meeting Oct. 13, the council approved a façade grant application from Coussirat for the business at 320 S. Oak St. According to his application, Coussirat expects to make $33,000 in improvements. The city would reimburse him for $15,000 of that amount, according to Roanoke documents.
What’s happening?
Exterior improvements to the location include a new outdoor seating area along Oak Street designed to match the neighboring tenant, updated lighting and enhanced window signage. An illuminated corner sign will be installed facing Oak and Crockett streets, according to city documents.
Coussirat said he took over as the owner of The Rô on Oak Sept. 10. His company will bring the prohibition vibe to the location to mirror Volstead’s Southlake location, which opened in 2024, according to previous reporting. Construction will start the third week of October with plans to open this fall, he said.
He said they will add more tables to allow for lunch and dinner to be served every day, which will mirror the menu in Southlake.
“You can feel the momentum around here, so we think the timing's right,” he said. “And Volstead in Southlake is killing it. Being a little bit more approachable, [having] lower price points, [being] open for lunch and dinner [will help].”
The background
Roanoke City Council approved $75,000 in funding for the Façade Grant Program for Fiscal Year 2026-2027, and $45,000 would remain after reimbursing Coussirat, according to city documents.
The Rô on Oak opened on Nov. 16, 2023. Owned by Gabriel Miller and Jonathan Condos, the cocktail lounge combined the swankiness of New York City and the comfort of Hollywood Hills, according to previous reporting.
Coussirat has been the president of Flower Mound-based Restaurant Ventures Unlimited for 10 years. The company operates Tycoon and The Tavern at Lakeside in Flower Mound and Jane and Volstead in Southlake. Volstead will be the first brand with multiple locations, he said.
