At a Sugar Land City Council meeting held June 20, a public hearing was held to discuss a proposed conditional use permit for an animal services boarding and day care facility called Dogtopia.

The conditional approval for this facility comes at a time when Sugar Land Animal Services is combating a severe capacity and infrastructure crisis.

The details

The animal services facility, spanning 5,477 square feet, is planned to be located at the southeast corner of Hwy. 6 and Williams Trace Boulevard in the Williams Chase Plaza.

Jessica Echols, the Dogtopia project planner, provided details regarding the space and services offered to Sugar Land residents.


“Dogtopia intends to offer boarding, day care and spa services within the facility. The facility's interior will be retrofitted with soundproofing insulation to minimize noise from the dogs,” Echols said.

Echols submitted a floor plan indicating three playrooms, wall crates for nap time and boarding, a limited number of suites for boarding, and a smaller spa service area.

The City Council unanimously recommended approval of the permit.

In conclusion


Considering the future land use map, which designates the property as part of the commercial development known as the “Market at First Colony,” staff members determined that the conditional use permit aligns with the land use plan's provisions.

All required public notification measures, such as mailers to owners within 200 feet of the property, newspaper publication and a sign on the property, have been completed.
