A new affordable housing complex dubbed the Enclave at Louetta has been proposed in Spring, according to an Oct. 16 filing with the Texas Department of Licensing and Regulation. Construction is expected to begin Jan. 17 and wrap up by Oct. 17, 2025.

Harris County Commissioners Court voted in favor of the project’s 4% Multi-family Tax Credit—a program under the Texas Department of Housing and Community Affairs—on Oct. 29. The vote was 4-1 with Precinct 3 Commissioner Tom Ramsey dissenting.

The Enclave at Louetta project will still need to go before Houston City Council for consideration, according to Oct. 29 meeting documents.
