Manvel reviews final report of strategic plan

The final report organizes city priorities around nine guiding principles, expanding on the eight originally adopted in February:

• Safety, which focuses on strengthening protective services, disaster readiness, traffic management and neighborhood infrastructure
• Connection, which focuses on enhancing connectivity through trails, streets and community events
• Sustainable, which focuses on promoting fiscal and environmental sustainability, and balanced growth
• Prudent, which focuses on ensuring careful use of resources and financial stability
• Opportunistic, which focuses on leveraging economic and development opportunities, including public/private partnerships and strategic investments
• Healthy, which focuses on supporting recreation, access to healthcare and community engagement
• Age-friendly, which focuses on creating resources and infrastructure for residents at all life stages, including housing options and civic opportunities
• Welcoming, which focuses on fostering inclusivity, constructive dialogue and respect for diverse perspectives
• Organizational excellence, which focuses on improving governance, staff development, transparency and public communication

The report highlights several priorities for consideration, including the development of parks and a city center featuring a recreation center and library.

It also outlines governance objectives, such as staff orientation and formal structures to guide how the city operates and communicates with residents.

The background

The city originally adopted Manvel 2045 in February, establishing a framework to guide long-term planning and infrastructure investment.

The strategic plan was developed through a yearlong process of community engagement, council and staff interviews, and feedback gathering, including social media outreach and surveys, according to city documents.

The plan provides a framework for prioritizing city projects and guiding growth as Manvel continues to expand, city officials said.

The city’s population rose from roughly 9,000 residents in 2018 to nearly 13,000 by 2023, according to the U.S. Census Bureau’s American Community Survey, which provides five-year population estimates based on surveys of households across the country.

The city plans to continue staff workshops and public engagement to inform potential implementation steps, according to city documents.
