Katy ISD officials are advancing projects from the district’s $806.56 million bond supported by voters in November 2023, with trustees recently approving budgets and construction contracts for five projects set to begin as soon as November.

Trustee Rebecca Fox said that in addition to the new buildings—including Junior High No. 19 in the new Grange development aimed at alleviating the capacity challenges in the northwest quadrant—she “appreciated” the upkeep of existing buildings that “breathe new energy and excitement” into the campus.

“We don't just need a new school because there's growth,” she said at the Oct. 21 meeting. “We need to take care of our existing buildings that we've already invested in and make sure that all children feel valued in and that we keep up to date with the needs of our students' population.”

At the Oct. 27 meeting, trustees approved contractors for several projects, including:

Construction of Junior High No. 19

The campus, located on Schilpf Road, is currently planned for 10 classroom additions to accommodate 1,600 students.

Exley Elementary School re-roof and building envelopes

The elementary school, located at 21800 Westheimer Parkway, will see new windows and exterior sealants as well as a new multilayered roofing system for the 115,000-square-foot building.

  • Timeline: early 2026-summer 2026
  • Estimated cost: $2.64 million
West Memorial Elementary School re-roof and building envelopes


The elementary school, located at 22605 Provincial Blvd., will receive new windows and exterior sealants as well as a new multilayered roofing system for the 89,000-square-foot school.

  • Timeline: early 2026-summer 2026
  • Estimated cost: $1.92 million
Something to note

Initially approved in April, McRoberts and Hayes elementary schools' renovation contracts required amendments and preliminary budgets to allow the contractor, Stewart Builders, to buy long-lead materials and finalize costs. Those steps were required to keep design development on track to begin construction in November, said Lisa Kassman, executive director for facilities, planning and construction.

McRoberts Elementary School renovation

The renovation for McRoberts Elementary, located at 3535 N. Fry Road, will include refreshed interiors, site access and entry layout enhancements, new library and music space layouts, modernized classrooms and restrooms, as well as a dedicated special education wing to reduce the number of portable classrooms.

  • Estimated cost: First package of $5.5 million as part of the $18.3 million total budget
Hayes Elementary School renovation


The renovations at Hayes Elementary, located at 21203 Park Timbers Lane, will bring HVAC repairs, site access and entry layout enhancements as well as the relocation of the library, music rooms and special education spaces.

  • Timeline: November 2025-late 2026
  • Estimated cost: First package of $4.5 million as part of the $19.5 million total budget

Moving forward

The board requested a potential closed session review of safety protocols given the amount of glass used in the renovated buildings, trustee Dawn Champagne said.
