Willis ISD has seen 18.41% enrollment growth within the past five years—rising by 1,448 students from 7,865 to 9,313 students between the 2019-20 and 2024-25 school years, according to the district’s fall 2025 demographics report from Population and Survey Analysts.

Kris Pool and Caroline Couch from PASA presented the report to WISD trustees during the Dec. 10 meeting. Pool said she believes the residential development and strong migration into the district are contributing to the enrollment increase.

“Houston ISD is losing students, and we can see a real growth that encompasses Willis ISD that goes north and westward out from the Houston area,” Pool said.

Data based on the birth rate in the district by ZIP code shows an increase in kindergarten students compared to the birth rate statewide and in other districts.


“It is interesting to me that what we’re seeing in your kindergarten enrollment is higher than your birth rate," Pool said. "A lot of times what you will end up with is in an area that is growing and will have a higher birth rate than your kindergarten enrollment."

Couch discussed how home sales have increased by 5.69% year over year while home median prices have been at $312,940. According to the data, 70.9% of projected additional housing occupancies in WISD in the next decade are from single-family homes in areas including the following:
  • The Woodlands Hills
  • Republic Grand Ranch
  • Maplewood Springs
