Three Democratic candidates are running for Congressional District 14 in the upcoming March primaries.
The overview
Thurman Bill Bartie, Richard G. Davis and Konstantinos Vogiatzis will compete for the Democratic nomination.
The winning Democratic candidate will face the winner of the Republican primary in November, and the winner of that election will begin serving District 14 in January 2027.
Incumbent Randy Weber and Jessica Forgy are vying for the Republican nomination.
Members of the U.S. House of Representatives are elected for a two-year term with no term limits.
Following congressional redistricting, which will take effect in January 2027, District 14 will cover portions of southeast Houston into Galveston.

What would your top priorities be if elected?
Work to receive committee or sub committee appointments beneficial to Congressional District 14, develop staffing for district offices with knowledge of each specific location, review proposed Congressional Bills to be introduced in the 120th Congress [and] secure input from district residents about concerns relative and important to them.
If elected, what will your priorities be for the future of Texas education?
First, being briefed on the main concerns of Texas parents pertaining to their children’s education. Ascertaining the above developing an approach for my Congressional service directly correlated with the desires of the populous of Congressional District 14. Work across the aisle ensuring Texas receives its fair share for public education.
How will you ensure your district is prepared for extreme weather and flooding?
Work in concert with the National Weather Service and local Emergency Management Directors and Coordinators ensuring the residents receive the latest information on impending weather activity. During fair weather seasons, meet with county judges, mayors and [emergency management] teams to understand needs the federal government may assist their communities with.
How do you plan to involve residents in the decision-making process?
All citizens within the boundaries of the district will be afforded the opportunity to dialogue and personally meet with me within the district at publicized public meetings. The usual practice of phone calls, texts and social media mediums will be employed to disseminate as well as receive input for consideration.

What would your top priorities be if elected?
My top priorities are inflation and the economy.
If elected, what will your priorities be for the future of Texas education?
The federal government is primarily concerned with funding education. There are program that should have their funding restored.
How will you ensure your district is prepared for extreme weather and flooding?
Restore full funding to [the National Oceanic and Atmospheric Administration] to insure timely warning.
How do you plan to involve residents in the decision-making process?
I intend to have in person meetings with my constituents on a regular basis.

What would your top priorities be if elected?
My agenda is about delivering real, structural change for working people. I’ll fight to lower housing, insurance, and energy costs, guarantee healthcare for every American and defend unions, veterans and earned benefits like social security. And I’ll take on billionaires and big money so government works for people, not corporations.
If elected, what will your priorities be for the future of Texas education?
I’ll fight for fully funded public schools that serve every student—with higher teacher pay, smaller class sizes, fully supported special education and safe, modern facilities. I’ll oppose voucher schemes, invest in universal pre-K, protect local control and academic freedom, and make college and skilled trades more affordable and accessible.
How will you ensure your district is prepared for extreme weather and flooding?
I’ll prioritize investing in flood control, drainage, coastal protection, and storm-resilient infrastructure before disasters strike, because preparation is cheaper than recovery. I’ll lower insurance costs by rewarding mitigation, cut red tape in disaster response and enforce accountability so resilience funding delivers real protection—not delays, waste or political favoritism.
How do you plan to involve residents in the decision-making process?
Community input should shape policy from the start—not be an afterthought—and I’ll make sure everyday voices matter more than special interests. I’ll establish a constituent advisory board that reflects our district and commit to holding regular town halls, maintaining open feedback channels and publishing clear updates on decisions.
